Purpose matrix
Relationship, payment and consent are three different controls.
The matrix reflects the current APP5 role-and-purpose contract. “Allowed” means the purpose may be granted; it does not mean the relationship already exists or that the grant is currently active.

A billing-contact responsibility is not a fifth relationship type and does not grant progress, receipts or refund visibility by itself.
Hard boundary
Parent is an audience word, not an automatic permission.
Guardian authority and parent-safe progress require OS21 relationship and consent evidence. Payers, sponsors and support contacts cannot acquire academic visibility through payment or support activity.
